Denton Police charged James Kirby, 40 of Denton, with driving on a suspended license and other traffic offenses. Police received information that Kirby was operating a Ram truck with switched registration plates and that his license was suspended. Police verified that Kirby’s license was suspended prior to attempting to locate him. Police located Kirby at the above location operating a Ram truck. A check of the registration plate revealed that it belonged on a Ford van. It was also learned that the Ram truck did not have insurance. Kirby was issued citations for driving suspended, displaying registration plates issued to another vehicle, operating an unregistered motor vehicle, and driving an uninsured vehicle and released on receipt of those citations. The Ram truck Was towed from the Scene.

On January 23, 2017, at approximately 6:48 a.m., Denton Police responded to eastbound Shore Highway, just east of Deep Shore Road, for a serious motor vehicle collision. Information was received through the Communications Center that the collision was head on and there were three Vehicles in Volved. Investigation revealed that a 2015 Jeep Wrangler, operated by Kevin Richard Hayes, 60, of Severna Park, MD, was traveling west on Shore Highway in the left lane of the eastbound lanes when it struck a 2013 Volkswagen Jetta TDI, operated by Melinda Kay Tisher, 39 of Greensboro, MD.
Ms. Tisher’s vehicle was traveling east on Shore Highway in the left lane and was struck head-on, causing her vehicle to rotate into the right lane, where it was struck again by a 2011 Mazda 2 that was operated by Michael Andrew Sousa, 31, of Easton MD. Vehicles driven by Ms. Tisher and Mr. Sousa both then left the roadway and stopped in a ditch on the right side of the road. Mr. Hayes’ vehicle stopped partially in the median and partially in the left lane of eastbound Shore Highway.
Ms. Tisher was pronounced dead at the scene by responding EMS personnel. Her body was transported to the Office of the Chief Medical Examiner in Baltimore. Mr. Hayes was transported to Nanticoke Hospital and Mr. Sousa was transported to Easton Hospital for treatment. Their conditions are not known at this time. Eastbound Shore Highway between Legion Road and Harmony Road was closed for approximately five hours to process and clear the scene.
Denton Police were assisted by the Maryland State Police Patrol Division and C.R.A.S.H. investigators, the Caroline County Sheriff’s Office, both Patrol and Criminal Investigation Divisions, the Ridgely Police Department and Maryland State Highway Administration.
This investigation is continuing and no charges have been filed at this time but may be filed once the investigation is complete. Denton Police arrested Paul Owen, 26 of Greensboro, for theft of a motor vehicle, DUI and driving on a suspended license. The victim reported that person(s) unknown had stolen their 1991 Jeep Wrangler form the parking lot. While interviewing the victim Police observed a vehicle matching the description pull into the parking lot and park. An unknown male exited the vehicle, from the driver’s seat, and began to walk away. Police stopped the male and identified him as Paul Owen.
When asked about the Why he had the vehicle Owen stated he was playing a joke on the victim. The victim stated that he knew of Owen but did not know him that well and had not given Owen permission to take the Jeep. Owen was arrested for motor vehicle theft. While speaking with Owen police detected an odor of alcoholic beverage about his breath and person and requested that he submit to a series of standardized field sobriety tests. Based on the results of those tests Owen was also charged with DUI. A check of MWA records revealed Owen’s license was also suspended. Owen was charged with the above violations and taken before a District Court Commissioner who ordered Owen released on his own recognizance after an initial appearance hearing.

Denton Police arrested Brittany Barrett, 26 of Denton, for possession of a controlled dangerous substance and giving a false name to avoid prosecution. Police responded to Walmart where staff advised they located a female sleeping in a bathroom at that location. Denton officers recognized the female from a photo they had received from the Queen Anne County Sheriff’s Office of Barrett because she had an outstanding Warrant through Queen Anne County. When officers questioned Barrett, she advised that her name was Chelsie Spies.
Officers continued to question Barrett about her identity. Barret eventually admitted who she was once confronted that officers knew who she was. Barrett placed under arrest and searched. During that search a small quantity of suspected marihuana was located on her person. It was also learned that the Centreville Police Department had an active arrest warrant for Barrett. Barrett was charged with the above violations and served the Centreville Warrant and taken before a District Court Commissioner who ordered Barrett held in lieu of $5,000.00 bail on the Denton charges and $5,000.00 bail on the Centreville warrant. The Queen Anne Sheriff’s warrant was lodged as detainer with the Department of Corrections.
