Russell Hall was convicted on August 25, 2017 after a two day jury trial of Rape in the Second Degree and related charges in response to two incidents occurring between June and October of 2015. Russell Hall was sentenced in the Caroline County Circuit Court on October 27, 2017 by Judge Jonathan Newell to 40 years of incarceration. This sentence was the maximum sentence allowable and the recommendation of the State’s Attorney’s Office.


The prosecution recommended the maximum penalty on both counts of rape due to the level of harm and the special circumstances of the victim in this matter. The State’s Attorney’s Office for Caroline County wishes to thank the Adult Protective Services division of the Department of Social Services for their work on the case, the Maryland State Police, the Caroline County Board of Education, and all other agencies, witnesses, and the victim’s guardians who helped obtain this result.


Most of all we would like to thank the victim in this case. We thank her for her courage in coming forward to detail two events that were no doubt unpleasant to recount particularly to people the victim never met before, her spirit despite these events which energized us all, and her strength in following through with testifying about these matters before a jury. We are grateful to the jury who listened to the victim.

    Something seems odd 40 years is a bit stiff considering similar cases the offender were sentenced 10-12 years.

    The victim in this case is his girlfriend’s developmentally disabled daughter. He raped and sexually abused a disabled person in his care and got her pregnant.

    Agreed Mr. Riley. Not sure what law school Matt and Paul above graduated from, but imo murderers should get life and rapists also. Don’t do the crime if you can’t do the time. Great job Mr. Riley and State’s Attorney’s Office.
